It is forecast that by 1:00 p.m. on the 19th, the cumulative snowfall in these areas will reach over 15 millimeters. To cope with the heavy snowfall, the Heilongjiang Provincial Meteorological Bureau has upgraded the emergency response for meteorological disasters (blizzards) from Level IV to Level II.
